Breaking this historic grip of redlining means putting people, not profit in the driver's seat of development policy.   Our op-ed, published in the Baltimore Sun, points to a strategic use of capital funds,directing projects and jobs to neighborhoods that were created by racial and economic discrimination and that have been ignored by private investors since.
