Bill for a Human Rights-Based People's Budget

The Put People First - the People's Budget Campaign of the Vermont Workers' Center has developed, in partnership with NESRI, a draft bill for a People's Budget based on human rights. The bill explains what a new, rights-based process for budget and revenue policies would look like and how it could be implemented. This bill seeks to launch a conversation among the people and their legislators about the fundamental shift needed in the state budget process in order to ensure that the government fulfills its obligations to meet people's needs. NESRI and the Put People First Campaign seek to share this bill as a model for legislative language that goes beyond fighting budget cuts and instead sets out an alternative, rights-based agenda for change.
